After 20 years in United Nations agencies, Nicolas Guinard has taken over responsibility for political affairs and democratic governance at the OIF.

Created in 1970, this organisation brings together 93 states and governments to promote the development of French and cultural and linguistic diversity, as well as peace and democracy.

The use of French is growing rapidly around the world, particularly in sub-Saharan Africa. But what impact can the OIF's soft power have at a time when authoritarian empires are being reconstituted and certain countries are rejecting French influence?
